{"id":810,"date":"2022-02-25T09:55:26","date_gmt":"2022-02-25T09:55:26","guid":{"rendered":"https:\/\/swr.sgsuat.info\/?page_id=810"},"modified":"2022-02-25T09:55:26","modified_gmt":"2022-02-25T09:55:26","slug":"services-functions-and-activities","status":"publish","type":"page","link":"https:\/\/southwestranches.sgssys.info\/?page_id=810","title":{"rendered":"Services, Functions, and Activities"},"content":{"rendered":"<div id=\"pl-gb810-6aaa26944afc0\"  class=\"panel-layout\" ><div id=\"pg-gb810-6aaa26944afc0-0\"  class=\"panel-grid panel-no-style\" ><div id=\"pgc-gb810-6aaa26944afc0-0-0\"  class=\"panel-grid-cell\" ><div id=\"panel-gb810-6aaa26944afc0-0-0-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"0\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<p>The Town Financial Administrator is appointed by the Town Council and provides for the effective, lawful, and efficient management of all Town\u2019s financial matters.\u00a0 As head of the Finance Department, the Town Financial Administrator\u2019s chief areas of responsibility include:<\/p>\n<ul class=\"list-box\">\n<li>Departmental\u00a0 Administration<\/li>\n<li>Accounting<\/li>\n<li>Payroll<\/li>\n<li>Human Resources<\/li>\n<li>Budgeting<\/li>\n<li>Financial Reporting<\/li>\n<li>Banking<\/li>\n<li>Treasury Management<\/li>\n<li>Debt Management<\/li>\n<li>Fixed Asset Management<\/li>\n<li>Internal Support<\/li>\n<li>Purchasing, contracts management and grant support.\u00a0\u00a0 Each of these areas requires their own reporting and documentation procedures.<\/li>\n<\/ul>\n<p><strong>Administration<\/strong> entails addressing the functions typical of managing a department: personnel issues, schedule development, policy development, co-ordination with internal and external agencies, and ensuring appropriate compliance with contract and legal requirements.<\/p>\n<p><strong>Accounting<\/strong> functions include, but are not necessarily limited to: accounts payable, accounts receivable, calculating interest, compliance with generally accepted accounting principles, compliance with Federal, State, and Town laws and ordinances, cash management, deposits, and payroll functions.<\/p>\n<p><strong>Payroll and Human Resources<\/strong> includes, but is not necessarily limited to: ensuring compliance with Federal Internal Revenue Service requirements as well as Fair Labor Standards and other Federal, State and local requirements, benefits management, pre-employment screening, development, reviewing and processing hours and benefit calculations for payroll purposes, and ensuring fund availability for the twenty-six (26) regular payrolls each year, calculating retroactive payments and other pay and benefits adjustments as part of the regular cycle or special payrolls.<\/p>\n<p><strong>Budgeting<\/strong> responsibilities include: development, revision, publication, managing the adoption process, implementation, monitoring the budget throughout the year, and 5- year Capital Improvement Plan coordination.<\/p>\n<p><strong>Banking Relations<\/strong> includes, but is not necessarily limited to;
